Counter Terrorism Policing Headquarters (CTPHQ) is tendering for the provision of a storage, maintenance and deployment framework for the National Barrier Asset for an initial term of 36 months and a unilateral option of the CTPHQ/Authority to extend for a further period of 12 months up to a maximum of 48 months.

National barrier asset

The National Barrier Asset (NBA) consists of various types of vehicle security barriers and protective security fencing to prevent/mitigate Vehicle Borne terrorist attacks (Vehicle Borne Improvised Explosive Device (VBIED) or Vehicle as Weapon (VAW)) against the public at publicly accessible locations or venues. 

Since its development, the national demand for the NBA to provide protection against terrorist attacks has increased to cover a diverse range of temporary events such as Sporting, Local and National events working with responsible partners such as Police, Government or Private Companies. 

The National Vehicle Threat Mitigation Unit (NVTMU) is responsible for the National Barrier Asset and are the contracting unit who will work with the NBA Contractor to ensure that all operational requirements are met. 

There will be a briefing from CTPHQ of the new framework which will provide inputs as follows:

  • CTPHQ Commercial Process – Emily Tobin

  • NVTMU Operational Requirements – Insp Lewis Hastie
