Vigilance Communications Toolkit for The Coronation

Our campaign will aim to:

• Encourage those celebrating the Coronation to report anything they see that doesn’t feel right 

• Increase public awareness of how to report

• Increase public confidence in knowing the signs to spot

• Reassure the public that their reports will be treated in confidence, aren't wasting police time, or getting innocent people into trouble 

• Encourage business and local authorities to deploy security minded communication  

All of our campaign materials will be reassuring and reflect the celebratory tone of the Coronation weekend. We want the public to be alert, not alarmed.

Our communications approach is underpinned by insight into how the public feel about the UK terror threat and research into how those with hostile intent think, feel and behave.

• Key insights from the polling tell us that people want to socialise safely.

• Over 90% believe Counter Terrorism Policing is necessary and vital to keeping the country safe;

• Over 60% believe that everyone can play a role in defeating terrorism;

• Over 70% felt like vigilance messaging in public spaces was relevant and suitable;

• 76% of people who saw messages encouraging them to be vigilant felt assured to follow their instincts and like they knew how to report if they saw something that didn’t feel right.

We know that:

• the public understand that vigilance messaging is there to keep them safe;

• they don’t feel alarmed when they see messaging from Counter Terrorism Policing;

• they are reassured and informed on how to report suspicious activity.

We also know that the public are very likely to want to report something that doesn’t feel right, but awareness of where to report is low and there are concerns about wasting police time. Our campaign materials aim to raise awareness of what to do and reassure the public that we want them to contact us with any concerns.

Also, research shows that one of the most effective things you can do to deter hostile activity is to demonstrate that your staff and customers are encouraged to be, and are, vigilant, and that they know how to report suspicious activity.  

The threat to the UK from terrorism remains unchanged at ‘substantial’, which means that an attack is likely.  We know an attack can happen anytime, anywhere.

It’s important to stress that Counter Terrorism Policing officers and staff across the UK, alongside the security services and other partners, work night and day to bear down on the threat from terrorism – but we all have a role to play in looking out for each other.

• Download our toolkit content and consider how you will use it to get the vigilance message across to your staff and customers during the Coronation weekend.

  • Share our content on your social media channels during the Coronation weekend.

  • Use staff emails or newsletters to showcase the campaign and let your staff know that they have a vital role to play in helping to keep everyone safe.

  • Display the assets in areas of high footfall, for example display screens.

• Staff and volunteers are crucial eyes and ears and can be the people customers or visitors report suspicious activity to. Make sure they are briefed on what to do if someone reports ‘something doesn’t feel right’ to them and that they are encouraged to take action immediately.

• Ensure staff and volunteers complete Action Counters Terrorism (ACT e-learning). It is free and takes around an hour.

Bydd Coroni’r Brenin a’r Frenhines Gydweddog yn cael ei ddathlu gyda digwyddiadau ledled y wlad rhwng 6 – 8 Mai. Mae hynny’n cynnwys y digwyddiadau seremonïol yng nghanol Llundain, 30 o sgriniau mawr yn dangos y coroni ar draws y Deyrnas Unedig, cyngerdd yn Windsor a digwyddiadau cymunedol lleol.

Mae’n debyg y bydd y cyhoedd allan yn mwynhau’r dathliadau a phenwythnos gŵyl y banc, felly mae hwn yn gyfle pwysig i’w hatgoffa i barhau i fod yn wyliadwrus, i ddilyn eu greddf ac i’n helpu i gadw pawb yn ddiogel drwy rannu unrhyw bryderon gyda swyddogion diogelwch, aelodau staff neu’r heddlu.

Pam rydyn ni’n cynnal yr Ymgyrch hon?

Nodau ein hymgyrch ydy:

• Annog y rhai sy’n dathlu’r coroni i riportio unrhyw beth a welant nad yw’n teimlo’n iawn 

• Cynyddu ymwybyddiaeth y cyhoedd ynglŷn â sut i riportio

• Cynyddu hyder y cyhoedd y byddant yn gwybod pa arwyddion y dylid sylwi arnynt

• Sicrhau’r cyhoedd y bydd eu hadroddiadau’n cael eu trin yn gyfrinachol, ac nad ydyn nhw’n gwastraffu amser yr heddlu nac yn rhoi pobl ddiniwed mewn trafferth 

• Annog busnesau ac awdurdodau lleol i gyfathrebu gyda golwg ar ddiogelwch  

Bydd holl ddeunyddiau ein hymgyrch yn tawelu meddyliau ac yn adlewyrchu naws dathlu penwythnos y Coroni. Rydyn ni am i’r cyhoedd fod yn wyliadwrus, nid mewn braw.

Mae ein hymagwedd tuag at gyfathrebu yn seiliedig ar wybodaeth am deimladau’r cyhoedd ynglŷn â’r bygythiad terfysgol i’r Deyrnas Unedig ac ymchwil i’r ffordd y mae’r rhai sydd â bwriadon gelyniaethus yn meddwl, yn teimlo ac yn ymddwyn.

Mae canfyddiadau allweddol o’r polau yn dweud wrthym bod pobl eisiau cymdeithasu’n ddiogel.

• Mae dros 90% yn credu bod Plismona Gwrthderfysgaeth yn angenrheidiol ac yn hollbwysig ar gyfer cadw’r wlad yn ddiogel;

• Mae dros 60% yn credu y gall pawb chwarae rôl wrth guro terfysgaeth;

• Roedd dros 70% yn teimlo bod negeseuon gwyliadwriaeth mewn mannau cyhoeddus yn berthnasol ac yn addas;

• Roedd 76% o’r bobl a oedd wedi gweld negeseuon yn eu hannog i fod yn wyliadwrus yn teimlo sicrwydd y byddent yn dilyn eu greddf a’u bod yn gwybod sut i riportio petaent yn gweld rhywbeth nad oedd yn teimlo’n iawn.

Rydyn ni’n gwybod:

• bod y cyhoedd yn deall bod negeseuon am wyliadwriaeth yno i’w cadw’n ddiogel;

• nad ydyn nhw’n cael braw pan fyddan nhw’n gweld negeseuon Plismona Gwrthderfysgaeth;

• maent yn dawelach eu meddwl ac yn fwy gwybodus ynglŷn â sut i roi gwybod am weithgarwch amheus.

Rydyn ni’n gwybod hefyd bod y cyhoedd yn debygol iawn o fod eisiau riportio rhywbeth nad yw’n teimlo’n iawn, ond bod ymwybyddiaeth ynglŷn â ble i riportio yn isel a bod pryderon ynglŷn â gwastraffu amser yr heddlu. Nod deunyddiau ein hymgyrch ydy codi ymwybyddiaeth ynglŷn â beth i’w wneud a sicrhau’r cyhoedd ein bod yn awyddus iddyn nhw gysylltu â ni gydag unrhyw bryderon.

Hefyd, mae ymchwil yn dangos mai un o’r pethau mwyaf effeithiol y gallwch ei wneud i atal gweithgaredd gelyniaethus ydy dangos bod eich staff a’ch cwsmeriaid yn cael eu hannog i fod yn wyliadwrus, a’u bod yn wyliadwrus ac yn gwybod sut i roi gwybod am weithgarwch amheus.  

Hyrwyddo gwyliadwriaeth yn eich busnes

Mae’r bygythiad i’r Deyrnas Unedig gan derfysgaeth yn parhau heb ei newid, ar lefel ‘sylweddol’, sy’n golygu bod ymosodiad yn debygol.  Rydyn ni’n gwybod y gall ymosodiad ddigwydd unrhyw bryd, mewn unrhyw le.

Mae’n bwysig pwysleisio bod swyddogion a staff Plismona Gwrthderfysgaeth ledled y Deyrnas Unedig, ynghyd â’r gwasanaethau diogelwch a phartneriaid eraill, yn gweithio ddydd a nos i wrthsefyll y bygythiad gan derfysgaeth – ond mae gan bob un ohonom rôl i’w chwarae yn gofalu am ein gilydd.

Felly beth allwch chi ei wneud i ddiogelu eich busnesau, eich cwsmeriaid a’ch staff rhag y bygythiad terfysgol yn well?

• Lawrlwythwch gynnwys ein pecyn ac ystyriwch sut byddwch yn ei ddefnyddio i gyfleu’r neges ynglŷn â bod yn wyliadwrus i aelodau’ch staff a’ch cwsmeriaid yn ystod penwythnos y Coroni.

  • Rhannwch ein cynnwys ar eich sianeli cyfryngau cymdeithasol yn ystod penwythnos y Coroni.

  • Defnyddiwch negeseuon e-bost neu gylchlythyrau i’ch staff i roi llwyfan i’r ymgyrch ac i roi gwybod i’ch staff bod ganddynt rôl hollbwysig i’w chwarae er mwyn helpu i gadw pawb yn ddiogel.

  • Arddangoswch y deunyddiau mewn ardaloedd lle mae llawer o bobl yn mynd heibio, er enghraifft ar sgriniau arddangos

• Mae aelodau staff a gwirfoddolwyr yn llygaid a chlustiau hollbwysig ac mae’n bosib mai wrthyn nhw y bydd cwsmeriaid neu ymwelwyr yn rhoi gwybod am weithgarwch amheus.  Sicrhewch eu bod wedi cael eu briffio ynglŷn â’r hyn y dylent ei wneud os bydd rhywun yn rhoi gwybod ‘nad yw rhywbeth yn teimlo’n iawn’ a’u bod yn cael eu hannog i weithredu ar unwaith.
